Award-Winning Project Engineer Joins RS&H CEI Team

Jeff Sullivan, PE has joined RS&H, one of the nation’s leading engineering, architecture and consulting firms, to help lead the firm’s construction, engineering and inspection (CEI) group in Northeast Florida.

Jeff brings extensive experience managing large-scale heavy civil construction projects along the East Coast, including the $1.5 billion Midtown Tunnel in Portsmouth, VA, where he was a Superintendent and Assistant Project Manager for the signature P3 project.

Prior to coming to RS&H, Sullivan worked for a Fortune 500 and Engineering News Record Top 5 contracting company, where he was recognized as Project Manager of the Year and was continuously called on to manage some of the most distinctive projects in the company’s portfolio. This includes the safety-focused VA Midtown Tunnel project, which included a new two-laned immersed tube tunnel under the Elizabeth River and required extremely intricate sourcing and materials coordination. Sullivan also managed the award-winning Haulover Bridge project in Miami. The bridge reconstruction was incredibly challenging due to both the high-water velocity from fluctuating tides as well as the maintenance of traffic requirements to minimize impacts to travelers.

“Jeff”s track record of implementing innovative construction solutions and his passion for efficiency and partnership is going to provide an additional level of service to our clients,” said George Miller, PE, RS&H’s CEI Florida State Leader. “We’re also excited for the opportunities he will create for our existing CEI staff.”

Sullivan will use his decade of experience on the contractor side to manage all aspects of RS&H’s transportation construction projects in the Northeast Florida region, including staff coordination, quality assurance, schedule review, cost estimating, and issue tracking and resolution. He will make an immediate impact on team building between our clients, staff, and contractors to identify and resolve potential project issues.

“My work ethic is proactive, and my approach is based on partnership. That’s how I’ve been successful,” said Sullivan. “I don’t let an issue come back to bite us. I find the problems and address them by partnering with the client and contractors and building ideal teams that are capable of keeping projects on track.”
