RS&H Hires Award-Winning Program Management Professional

RS&H has hired Bryan Kendro as a senior program management consultant in its Transportation-Infrastructure Practice. Kendro will help advance the architecture, engineering and consulting firm’s alternative project delivery, owner’s representative programs and projects on a regional and national level.

Kendro arrives at RS&H after serving as the director of policy and P3s for the Pennsylvania Department of Transportation (PennDOT) and director of project development for Star America Infrastructure Partners, an equity investor and developer of public infrastructure projects.

“We are excited to welcome Bryan to RS&H,” said RS&H Vice President and Northeast Region Leader Dusty Holcombe. “He possesses a unique skill set and background having worked in both the public and private sector with P3 programs and alternative delivery that clients will find helpful.”

At PennDOT, Kendro successfully developed several of the state’s early P3 projects and successfully closed the $1 billion Rapid Bridge Replacement Project. He earned various industry awards for his work, including being named Top 10 P3 Infrastructure Pioneer by the National Council of Public-Private Partnerships (NCPPP) in 2017, as well as an NCPPP Leadership Award and the American Road & Transportation Builders Association (ARTBA) P3 Entrepreneur of the Year Award.

He brings to RS&H both a large DOT perspective and an investor-developer perspective on large-scale projects.

“I hope to offer our clients a full, 360-degree perspective on these opportunities,” Kendro said. “I am really excited to get back to focusing on transportation infrastructure.”

Kendro earned a Bachelor of Arts from the University of Maryland.
