RS&H Expands Innovative Program Advisory Team

[Austin, TX] – RS&H is expanding its Innovative Program Advisory (IPA) group with two new hires. The addition of these two industry leaders increases the depth and breadth of RS&H’s capabilities for current and future clients as trusted providers of innovative and alternative program advisory and management services.  

Dean El-Baz, PE joins the team as Innovative Program Advisory Senior Program Director to support RS&H’s current alternative delivery work for the Texas Department of Transportation and clients across the United States. El-Baz will provide regional leadership to identify and develop new opportunities particularly in the central and western regions. With more than a decade of experience working as both an owner’s advisor and, more recently, for a large infrastructure developer and contractor; El-Baz will provide clients with both perspectives when developing, delivering and overseeing large alternative delivery programs and projects. His experience ranges throughout project development, delivery and operations and includes tolled managed lanes corridors, highway expansion projects and large bridge programs. He graduated from the University of Texas Austin with a Master of Science in Civil Engineering and is a licensed professional engineer in Texas. 

Kyle Young, PE joins RS&H as Innovative Program Advisory Senior Program Management Engineer to support current and future alternative delivery advisory services across the United States. He is a seasoned project manager with vast experience working on large alternative delivery programs and projects including private-public-partnerships (P3) on behalf of public and private owners. Young has worked on a variety of projects ranging from vertical construction in urban settings to congested roadways and throughout the full project lifecycle from development through operations. Young graduated from Rutgers University with a Bachelor of Science in Civil Engineering and earned a Master of Business Administration from the University of Maryland, College Park. Young is a licensed professional engineer in New Jersey and Maryland.
