RS&H Appoints New Board Chair, 9 Vice Presidents

JACKSONVILLE, Fla. – RS&H has appointed a new board chair and nine new vice presidents to help guide the growing architecture, engineering and consulting firm.

The RS&H Board of Directors confirmed David Gaboury, PE, as its new chairperson this week. The board also elected nine new vice presidents across each of RS&H’s practices and resource teams.

David Goubury, PE is the new chairperson on RS&H Board of Directors.

Gaboury has been on RS&H’s Board of Directors since 2014. He is the board chair and former CEO of Terracon, a national engineering consulting firm ranked 22nd on Engineering News-Record‘s (ENR) Top 500 Design Firms list (by revenue).

He also serves on several other private enterprise boards. Gaboury moves into the chair position vacated by former RS&H CEO and longtime Chair Leerie T. Jenkins, Jr., who transitioned to Chairman Emeritus status in August.

“It’s an honor to serve as board chair for this outstanding company as it continues to prosper and grow,” Gaboury said.

Barrett is the firm’s Transportation-Construction Management State Leader for Colorado, with more than 30 associates under his leadership. Barrett has mentored many individuals in the practice and was selected as RS&H’s Project Manager of the Year last year.


Scott Crawford is a new vice president on RS&H's Health & Science Practice Team.

Crawford has developed his 23 years of experience in the design of advanced science facilities for academic institutions, private companies, and governmental agencies. With a thorough knowledge base in design and construction, he is able to design, produce, and manage projects of significant complexity with diligence and innovation. He serves as a senior project manager in RS&H’s Corporate, Health & Science Practice.


Jennifer Farino, PE is a new vice president on RS&H's Transportation-Infrastructure Team.

Farino joined RS&H in 2013 and soon thereafter assumed the role of the Transportation-Infrastructure (T-I) Practice’s Roadway Group Leader for both Charlotte and Raleigh, North Carolina. She has 20 years of experience providing design and project management for transportation projects, including interstate, major and minor thoroughfare, intersection, and bridge replacement projects. Farino is also the RS&H Charlotte Office Leader.


Randal Lapsley, PE is a new vice president on RS&H's Transportation-Infrastructure Team.

As the T-I office leader in Denver, Colorado, Lapsley has been a senior project manager on some of the Practice’s most challenging projects, including the West Vail Pass – the second-highest section of American interstate – and the award-winning U.S. 82 (Grand Avenue) project in Glenwood Springs for the Colorado Department of Transportation (CDOT) Region 3.


Galina Leiphart, PE, ENV SP is a new vice president on RS&H's Transportation-Infrastructure Team.

Leiphart serves as the Business Development and Marketing Manager for RS&H’s T-I Practice. Based in Denver, she has worked on some of CDOT’s largest and most important projects. Her strong balance of business and technical acumen is helping to drive RS&H’s growth in numerous geographies. She has actively participated in the Colorado Chapter of WTS International and is currently co-chairing the Denver Chapter’s Executive Advisory Committee.


Philip Robbie, AIA, OAA, LEED AP is a new vice president and a visiting guest lecturer and TEDx speaker.

Robbie joined RS&H as its National Design Director in 2017. He has more than 30 years of international experience in all areas of architectural practice, including master planning, programming, space planning, interior design and architectural design. His work has gained recognition in the profession through numerous AIA design awards, and as a visiting guest lecturer and TEDx speaker.


Ron Sill, RLA is a new vice president after working at RS&H for 25 years.

Throughout his 25-year tenure at RS&H, Sill has driven transformative change at RS&H, including helping to pioneer the firm’s 3D visualization and video disciplines. For two decades prior, he managed the landscape architecture and urban design practice for RS&H’s Transportation-Infrastructure Practice. Now, Sill draws on his extensive experience to clarify and communicate the value of RS&H’s work to industry partners, clients, and the public at large.


Richard Stump, RA, LEED AP BD+C is a new vice president after working at RS&H for 25 years.

A new hire in the Aerospace & Defense Practice, Stump has 25 years of professional experience as an U.S. Air Force Captain and a Client Service Manager. His work experience includes 39 countries and U.S. territories across six continents.


Melannie Wright, Assoc. DBIA is a new vice president on RS&H's Design-Build team.

Wright’s efforts within RS&H’s Contractor Delivery group are instrumental in development of contractor-client relationships, leading to an appropriately managed design-build portfolio. She currently serves on the board of directors for the Design-Build Institute of America‘s Florida Region and Florida Council for Public-Private Partnerships.

RS&H adds these vice presidents on the heels of another year of growth that saw the firm break into the top 50 for the first time this year on the ENR Top 500.

“Our company’s growth is the result of the hard work and renowned expertise found throughout all of our practices, and these new vice presidents have been instrumental in driving these new opportunities,” said RS&H CEO Dave Sweeney. “I am excited to watch these associates grow into their officer roles and expand our footprint in all of our markets.”
