Jacksonville, FL. – In anticipation of shifting client and market needs, RS&H has proactively modified its internal structure within the North Florida area and positioned itself to continue being a strong partner to meet future challenges head-on.
Alongside the unveiling of organizational enhancements, RS&H introduced new area leaders and discipline leaders to support current and future clients, marking a significant milestone in the growth and leadership structure of the firm.

Justin Cole, PE, will now serve as the Northwest Florida Area Leader and use the momentum he’s developed during his prior time as North Florida Program Management Leader to expand the services RS&H provides. This growth stems from his positive management of RS&H’s FDOT Office of the Chief Engineer General Engineering Contract (GEC).
CJ Youmans, PE, will serve as the Northeast Florida Area Leader. His ability to grow the North Florida Water Resources Group and develop and implement critical operational tools during his time as the East Region Discipline Leader for the Water Resources service group will assist him in leading the large, high-performing, and diverse multi-disciplined group in Jacksonville.
Courtney Hance, PE, will serve as the North Florida Program Management Leader and oversee the management of RS&H’s contracts for Owner’s Representative, Continuing Services, and General Engineering Consultant services in this area of the state. Hance currently supports the Office of the Chief Engineer contract as deputy project manager and will also assist RS&H’s state leadership with operational support and oversight as it pertains to project delivery and performance.
Kelsey Lucas, PE, has expanded her responsibilities to serve as the Northwest Florida Transportation Development Leader. Previously, she has been responsible for authoring and producing various PD&E documents and exhibits, as well as coordinating various public involvement activities. She will continue to grow RS&H’s commitment to delivering the most high-profile PD&E projects for the firm’s clients.

As Northeast Florida Bridge Leader, Andrew Page, PE, has achieved notable success in advancing crucial project deliveries and taking on additional design responsibilities. His duties in preparing and reviewing bridge design calculations, assessing load ratings, overseeing contract plans, and estimating construction costs allow him to be highly effective in his new role.
As Northeast Florida Highway Leader, Stephen Park, PE, has made significant contributions to the progress of RS&H’s highway service group. His role encompasses the design of highways and interchanges, developing maintenance of traffic designs, and delivering analyses for a diverse range of highway facility projects.
Leading the Northeast Florida Water Resources group, Vanessa Vitale, PE, has demonstrated expertise in her discipline, leading her team towards additional growth and opportunities. Through her tenure at RS&H, she has worked on numerous high-profile jobs, including design–bid–build and design-build projects. Her experience encompasses a range of services that focuses on developing and managing drainage and permitting solutions throughout Florida.
