SH 183 Managed Lanes
RS&H was part of the consultant team that procured the $848 million SH 183 managed lanes project for the Texas Department of Transportation (TxDOT). This design-build-finance-operate-maintain (DBFOM) project includes the rehabilitation of existing general-purpose lanes and frontage roads, and construction of 27.8 miles of new managed lanes along SH 183, Loop 12, and SH 114 in Dallas and Tarrant counties. The procurement and proposal process was structured with a tiered evaluation with a base scope and four additional scope component options.
The team developed the RFQ and RFP, reviewed SOQs and three proposal documents, and negotiated contract documents. RS&H also reviewed the base scope and additional scope component schematics for technical accuracy and completeness prior to developing the project description and defining design requirements in the technical provisions.
RS&H conducted meetings and provided responses to questions from industry review meetings, developed the project risk assessments and allocations for the risk register, and conducted several project risk workshops. RS&H also assisted in the development and updates of cost estimates for the design-build and operate and maintain (O&M) costs, as well as prepared the technical provisions for the construction phase and the 25-year O&M phase.
