Headquarters Command and Control Facility, Homestead ARB, FL
RS&H prepared a design-build request for proposal (RFP), including conducting a project programming charrette, completing design analyses, and establishing cost estimates for the design, engineering services, site preparation, and construction of a 123,842-square-foot Headquarters Command and Control Facility to house the Special Operations Command South (SOC SOUTH). SOC SOUTH was moved to Homestead Air Reserve Base during the military review process due to the base realignment and closure (BRAC) of US Naval Station Roosevelt Roads.
The three-story headquarters facility will include general purpose administrative/office areas and house a Sensitive Compartmented Information Facility (SCIF), including sensitive items storage. The design incorporates sustainable features to conserve and protect natural resources as much as possible. The facility is designed to earn LEED Silver Certification upon construction completion, and the building envelope, heating ventilation and air conditioning (HVAC) systems, service water heating, power and lighting systems, are designed to achieve an energy consumption that is at least 30-percent below the consumption of a baseline building meeting the minimum requirements of ASHRAE 90.1.
