Arlington Expressway - Lovegrove Water Main

RS&H designed a water transmission main to complete the final water piping loop of two large water main systems in Jacksonville, Florida, which were separated by the Arlington Expressway. The water piping loop is necessary to maintain pressure and flow for fire protection in the Arlington area, which is served by the Lovegrove water treatment plant. The team routed the project through a commercial area, requiring the RS&H Construction Manager and Inspector to remain in constant communication with all business owners so that construction crews could maintain access to the area throughout the duration of the project. The design also included a bridge crossing that incorporated pipe hangers uniquely mounted on the bridge super structure.
The team installed approximately 5,500 linear feet of 16-inch ductile iron pipe and PVC pipe using two different construction methods, open cut and Horizontal Directional Drilling (HDD). The project also involved two separate extensive drills. The first involved approximately 450 linear feet of High Density Polyethylene Pipe (HDPE) under the expressway, and the second included 120 linear feet of HDPE pipe drilled under Arlington Road, a major four-lane roadway. Installing the pipeline along the busy roadway proved challenging as it was placed under an existing sidewalk between the street curb and a creek bank and in poor existing soil conditions. The team also commissioned and evaluated geotechnical boring reports, as well as worked with the contractor to prevent undermining of the roadway. 

Another challenge involved considerations for Strawberry Bridge, which was within the project limits and supported by cap piles. To ensure no settlement occurred under the bridge during installation, RS&H engineers and construction personnel inserted supports behind the curb and in the unstable areas, then backfilled the pipe trench with a loose cement mixture, which prevented settlement.
