RS&H was selected by the Port of Portland to prepare an Environmental Assessment for the rehabilitation and extension of Runway 10L-28R and the rehabilitation of Runway 10R-28L at Portland International Airport. The extension of the North Runway was deemed necessary to ensure that aircraft operations continue effectively and airfield safety is maintained whenever the South Runway is closed for construction. Timely completion of the Environmental Assessment by RS&H was essential to allowing construction to begin in accordance with a timetable driven by airline needs, thus preserving valuable links to foreign and domestic markets for the Portland region. Other project considerations were the relocation of NAVAIDs, the realignment of a perimeter service road, and the shortening of the crosswind runway. The key issues addressed in the Federal environmental documentation prepared for the project included air quality, noise, water quality, and land-use compatibility.
