METRO Facility Security Enhancement Plan
RS&H assisted METRO, the Metropolitan Transit Authority of Harris County, Texas, in developing a Facility Security Enhancement Plan to improve security at all of the agency’s facilities. The team reviewed METRO’s existing security infrastructure and related efforts to gain a better understanding of the security components currently in place at various facilities, such as park-and-ride lots, transit centers, bus operating facilities, METRORail, and METRO’s new administration building. The team also evaluated the implementation of various security components, such as CCTV cameras, intelligent video, remote perimeter sensing devices, and access control devices. Then, the team recommended a combination of these technologies to meet METRO’s unique security needs.
RS&H developed a strategy document that consisted of a summary of METRO’s existing facility security infrastructure and response capabilities including, identification of security threats and problems at specific METRO facilities, discussion of areas of vulnerability or exposure, facility security needs and requirements, and a discussion of issues associated with the detailed design and deployment of the plan. Critical issues and strategies include the following components:

- Data Management Requirements
- TranStar Security Console
- Implementation and Deployment Issues
- Training Needs
- Applicable Standards and Codes
The strategy document will be used to help guide further development and implementation of the Facility Security Enhancement Plan. Next steps in the project include development of a concept of operations for the project, development of detailed functional specifications, and identification of and appropriated procurement strategy for a Systems Integrator to design and implement the project.
