After the new midfield satellite terminal was built west of the Bradley terminal, the Los Angeles International Airport planned to develop and maximize its existing property on both the east and west sides.

In addition, the plan considered long-term development for the airport as a whole and developed a priority process for considering future land development on the west side. A key focus of the plan was retention of significant aircraft maintenance facilities and providing additional space for overnight parking. It also identified existing facilities that could be displaced elsewhere on the airport or to off-airport locations.
