To support establishment and operation of the Houston-Conroe Mitigation Bank, RS&H completed and submitted a prospectus to begin the permitting process and then coordinated a site visit to familiarize agencies with the location and alleviate potential concerns. We also conducted an on-the-ground functional assessment of the streams and wetland areas within the bank to determine the baseline condition and appropriate on-site restoration action.
Once the mitigation bank was determined to have a high likelihood of success, RS&H assisted Forestar with a comprehensive financial analysis to determine the project’s profitability. Working through several drafts, we also wrote the final mitigation banking instruments, which outline the establishment and operation of the bank.
As part of permitting this project, eight state and federal agencies were involved in the decision making process. Our team led and coordinated multiple agency meetings to bring resolutions to key issues and put a plan into action.
