Welcome to the Central Florida Expressway Authority’s virtual Pre-Construction Information Meeting for the State Road 538 widening project from Ronald Reagan Parkway to County Road 580/Cypress Parkway.
For best performance, please view this slideshow in either Chrome or Internet Explorer.
CFX is an independent agency of the state, governed by a Board of seven locally elected leaders and three governor appointees.
State Road 538, also known as Poinciana Parkway, is part of the 125-mile regional expressway system that is planned, designed, constructed, maintained and operated by CFX.
CFX operates E-PASS, the first electronic toll collection system in Florida, with more than 500,000 E-PASS accounts. The CFX limited access network that serves 3 million residents and more than 75 million visitors, is fully funded by toll revenue; no tax dollars are used for CFX’s $2.7 billion 5-Year Work Plan.

CFX is widening 7.2 miles of State Road 538 from Ronald Reagan Parkway to Cypress Parkway, adding two lanes for a total of four travel lanes -- two in each direction.
This is a crucial east-west connection, providing access to regional transportation networks, theme parks, and the metro Orlando area. The widening of State Road 538 will improve traffic flow for residents of Poinciana, one of Florida’s fastest-growing areas. This project includes three proposed sound walls as noted in the orange boxes on this map.
During design a noise study, following state and federal guidelines, is conducted to determine noise impacts associated with the expressway widening. The study identifies noise sensitive sites such as homes, schools, churches, and recreational areas along the project corridor. For this project, sound walls have been considered for areas predicted to experience noise levels that reach or exceed 66 decibels or experience an increase of 15 decibels over existing noise levels. Additionally, the sound wall must provide at least a 5-decibel reduction to be considered feasible.
Sixty-six decibels would be slightly louder than heavy traffic 300 feet away; fifteen decibels compares to the noise you would hear at night in a rural area. Think crickets. There is also consideration involving the cost-per-benefitted property.
During the design process, property owners who are identified as benefitting from proposed sound walls, are asked to vote on whether they want the noise barriers. Ballots, like the one pictured here, have already been mailed to those people identified as benefitted property owners for this project.
We have posted the Noise Study Report on the SR 538 Widening project web page. Please review it for details or contact us with questions. Now let’s review the proposed sound wall locations for this widening segment.
This is a sound wall typical section. It shows the standard placement of the sound wall located at the outside shoulder of the expressway. Beyond the sound wall, you see the fence along the CFX right of way. Sometimes a sound wall is built close to the right of way line.
Design for the widening is scheduled to begin in late 2020. Construction is expected to begin next spring and is expected to be complete by fall 2023.
In addition to the widening, there are three proposed sound walls along this stretch of the expressway, again, depicted by the orange boxes on the map. These are all within Poinciana Village 2.

As part of this project, new ramps will be added at Marigold Avenue making this a full diamond interchange.
The current ramps include an entrance ramp from Marigold Avenue to westbound SR 538 AND an exit ramp from eastbound SR 538 to Marigold Avenue. New ramps include an exit ramp from westbound SR 538 to Marigold Avenue AND an entrance ramp from Marigold Avenue to eastbound SR 538.
These ramps will make this a complete interchange.
