Design-Bid-Build is a conventional project delivery system which breaks implementation into three distinct, sequential stages. In the design phase, RS&H is typically contracted with the owner to help define project objectives; prepare contract documents (plans and specifications); assist with bidding and contractor bid evaluations; and represent the owner as a construction administrator during the construction phase to ensure contract compliance. The selected general contractor contracts directly to the owner to deliver the project and administers all subcontractor participation. During the construction phase the owner, RS&H, and the contractor work hand-in-hand to complete the project. RS&H’s experience includes conventional, conventional fast track, conventional fast track with construction administrator, and Program Management. |

This
project delivery system reduces the project schedule by overlapping the
design, permit, and construction phases. RS&H provides contractor partners
with focused experience from initial preparation of letters of response, to
biddable subcontractor construction documents, to assisting with
construction bid development and providing effective responses to changed
field conditions during construction. In all phases, we utilize our industry-leading design expertise to define the best means to incorporate the
contractor’s unique delivery skills and develop acceptable value engineering alternatives to provide a competitive project. RS&H provides leadership and
strong communications to a Design-Build Team to quickly analyze design
options against the owner's requirements, codes and permit requirements,
metrics of cost, constructability, speed
of construction, and aesthetics.
RS&H also has experience working directly for the owner where our role is to assist the owner in defining the project scope, schedule, and budget; preparing a design criteria package for the owners use in advertising the project for a design-build team; and, construction engineering and inspection assistance during the construction phase. |
Public-Private Partnership

A Public-Private Partnership (PPP) is a
collaboration between government and private companies to improve
public facilities and infrastructure by capturing the benefits of
private sector involvement while maintaining public accountability.
The US Government Accounting Office defines 18 different PPP models,
each of which shifts the risks and responsibilities inherent in
large projects between the public and the private sectors in
different ways. Our international experience and varied project experience in the U.S. makes RS&H a recognized national leader in providing PPP services. RS&H has extensive experience helping public agency owners select the best PPP method for their agency and project application and then RS&H assists clients by providing guidance throughout the PPP process of project delivery. We have developed a successful record of project accomplishments with Departments of Transportation, Port Authorities, Aviation Authorities, and other public sector clients. Our experience includes serving as Owner’s Representative, providing full program management and A/E services, as well as management of specialty and support consultants. RS&H has worked directly with the PPP private sector concessionaires as a supporting professional A/E/P design firm. RS&H has provided architecture, engineering, and planning services in support of developing planned capital improvement projects for the concessionaire, including serving as architecture/engineering expert; providing specialty studies and assessments; completing facility design and serving as EOR; obtaining permits and agency representation; and providing construction administration support. RS&H has also served to review PPP contracts and outline compliance issues for the concessionaire as an integral part of their team. |
Construction Management, Program Management, and CM-At Risk

This
approach includes a Construction Manager (CM) under contract to an owner who
takes on the responsibility of constructability reviews, cost estimating, and
scheduling. Working with an owner and design consultant, each package is
competitively bid and the CM performs the general contractor duties of
coordinating and administering all construction contracts. When the CM is in
an At-Risk role,
RS&H is a collaborative team member participating in the CM’s work review
sessions to establish the scope of the early design documents, produce
accepted, partially complete construction documents which establish a
guaranteed maximum price (GMP), assist the owner in GMP negotiations, and
follow through with consistent final construction documents and construction
administration services. RS&H has valuable experience serving as a team member on CM and CM At-Risk projects. Our expertise in planning, real estate, right-of-way acquisition, design, budgeting, scheduling, permitting, and construction administration allows our professionals to work closely with owners and CMs to deliver superior facilities and infrastructure on time and within budget. RS&H’s multidisciplined teams work with the owner’s perspective in mind, identifying sustainable solutions, cost-saving ideas, team building, and quick innovative responses that result in successful projects. In addition, RS&H utilizes this expertise to serve the client in a Program Management role. In this role, RS&H oversees the planning, design, and construction of a client's developed program. |
